It has something that looks like a BSOD and a small page of text that says, in part:

It does not look like a message from MS partly because of punctuation,
capitalization and grammar errors. Is my PC infected?
I have scanned with Win Malicious Software Removal Tool, Malwarebytes,
Spybot, Norton. No results.
