Effectively Remove starthelp.exe

Complaints about starthelp.exe:

I have recently been noticing a pop-up on booting my computer that asks if I'd like to install "starthelp.exe".  I never clicked "install", and have restored my computer to about a month ago, in hopes it would make it go away.  Outside of restoring to factory settings, I was wondering if anyone else knows anything about this and the best way to remove it.  Anyone out there think they have an answer? What does starthelp.exe do in the infected PC?

Step 4: remove all the infected files
